Solutions to make full-day learning for 0-12 a real success..
1. Stabilize the “house of cards”- replace the $63.5 million
2. Revise 80% provincial base funding to municipalities based on actual costs with indexation
3. Provide adequate transitional funding to ensure full day early learning program works

“Perfect storm” – precarious funding situation is now brewing..
The four components of the child care funding crisis:
1. Child care base funding not adequate: Growing and compounding problem as funding to municipalities has not been adjusted for inflation in 15 years.
2. Cuts to early learning and child care if $63.5 million is removed from the child care budget. Funding was one-time money from the National Child Care Program which Ontario split over four years and added to the core child care funding budget.
3. “Unconditional grants” ending: Funding from the first year of the National Child Care Program which, delivered late in the year, was transferred to municipalities. Some have used this money to cover gaps in funding – however, funds running out for many municipalities this year, for others next year.
4. General financial pressures impacting on municipal contributions: Many municipalities have additional unmatched spending on early learning and child care.

Full-day early learning, layered on top of an unstable base, will add to the chaos and instability.

Funding Pressures Could Cause the Collapse of Early Learning and Child Care System:  A perfect storm of funding pressures threatens child care programs.

We face huge challenges this year – including potential cuts to early learning and child care programs in the Ontario Budget (expected in late March)

In 2006, the Provincial Government got a one time payment from the Federal Government. Over the past four years, the McGuinty government has added this money – $63.5 million – to our core child care budget.

Child Care Advocates: Child Care System Faces Collapse

Toronto, Ont. – Child care advocates will make deputations to the Community Development and Recreation Committee on the impact of cuts to child care subsidies.

In 2006, the McGuinty government took a one-time federal payment, spread it over four years and included that funding into Ontario’s core child care budget. Those funds will expire this year.

The City has stated that “should the Province fail to provide additional resources to maintain existing services they would need to cut 5000 subsidies (21%)by January 2012.”

Minister Announces Child Care Funding at OCBCC Meeting

Toronto – Child care advocates, parents and municipalities warned that without new provincial funding to replace expiring federal funds, municipalities would be forced to cut child care subsidies starting in September.

At today’s Queen’s Park Lobby, Minister of Children and Youth Services Deb Matthews announced $18 mllion dollars in bridge funding to forestall cuts to child care subsidies.

“It’s a good sign that the province realizes the urgency of the issue regarding expiring federal funds. The $18 million dollars for early learning and child care is $18 million dollars that was not available yesterday. However, the funding announced is not enough to solve the problem.
