The lack of regulation and inspection of unlicensed home daycares is highlighted by complaints made in Halton Region over the last two and a half years. Public health complaints of five unlicensed daycares have been referred to the Ministry of Education, who has jurisdiction only if a complaint is made regarding the number of children being cared for.
“It’s impossible to know the extent of health and safety concerns,” said Andrea Calver, coordinator for the Ontario Coalition for Better Child Care, “No one would ever find out until something happened, because there is no licensed agency inspecting or providing support to these caregivers on a regular basis.”
