Marsha Millar, director of children's services, has received the lifetime achievement award, which recognizes the long-standing contribution of exceptional OMSSA (Ontario Municipal Social Services Association) members who have recently retired or plan to retire during the year the award is presented.  She led the integration of city and county child care programs when Chatham-Kent was became a municipality in 1998.
