Proposed Child Care Regulation Changes

On December 19, 2013, Minister of Education proposed regulatory changes, which are subject to a 45 day comment period.

The proposed regulation changes directly affect children, communities, RECEs and child care centres.

By completing the short survey, we can gain a better understanding on how the child care community feels about the proposed changes to ratios, mixed groupings and staffing.

A: The Government should STOP trying to save money in the child care area and start thinking about the QUALITY of care given to the children and the working environment for the teachers.

A: It does not make sense to increase the number of children in relation to qualify ECEs….. and any child with a special need will totally be in disadvantage as more likely there will not be qualified staff to support and advance their learning and care.

A: It is extremely disturbing and very frightening to see that all research indicates quality is affected by lower ratios and quality trained staff and yet the proposal lower all of the above! The premise of changes was to modernize and improve yet these recommendation clearly compromise quality and safety. The only goal achieved by these recommendations is to provide more care with fewer staff. This would only be supported by many of the for profit centres which again historically have demonstrated that money out wins quailty.

Very concerned also with the “approval of dieticans” for menus. If it is to ensure we are following canada’s food guide not so bad however if given too much say they can push for things based on personal opinion. I would like to see more detail regarding what they would be checking and approving.

I also am quite worried about approving some home child cares for two adults and increased numbers. This basically sets allows private homes to compete against licensed day cares without all the legislation and regulations?

A: I strongly hope the ratios stay the same as this benefits the children and staff.

A: The proposed model does not reflect the growing need for integrating children with special needs into our programs. The higher needs of these children will be difficult to meet with higher ratios and what equals to less staff. More children in the same space with the same amount of staff as currently spells a decrease in quality care for everyone. There has to be another solution.

A: There is not any reference to children with differing abilities. We are seeing an increase in the complexity of childrens needs and these need to be addressed and some funding or mention of ways to support those children as well.
