Some Toronto parents, with children attending child care, took home an unpleasant surprise last week — word of a big rate hike that has left many scrambling to find new facilities. The child care owner told CBC News she plans to add a new, healthy menu and redo the building’s interior -- all part of a plan approved by the city. The city says it works on budgets with all new child care operators, but has no say on what they charge.
