On December 19, 2013, Minister of Education proposed regulatory changes, which are subject to a 45 day comment period.
The proposed regulation changes directly affect children, communities, RECEs and child care centres.
By completing the short survey, we can gain a better understanding on how the child care community feels about the proposed changes to ratios, mixed groupings and staffing.

A: In licensed home daycare rather than large group centres, the new regulations are particularly problematic in ensuring that a wide variety of ages have appropriate care, while still allowing a care provider to care for enough kids to make a decent living.

A: I like modernization, it will benefit the field in the long run, but changing ratios should not be part of the equation.

A: These changes address the financial deficits of centres but does not address issues of quality or safety. The field of E.C.E. is reversing rather than going forward regardless of the fact that studies show on the importance of development 0 – 6.

A: For the portion that applies to Full Day Kindergarten, the same regulations that apply to Child Cares should apply to the school as well. It seems ridiculous that the Child Care is operating at a safe and adequate ration for FDK at 1 to 10 and for the proposed 1 to 13, and the school can have a ratio of 1 to 30 for their lunch program portion. This is the same age group , in the same classroom and it does not seem right. Also fire regulations, licensing regulations etc. should apply to both school and child care and not be different, since they are sharing the same classroom and the same children.
This also needs to apply to shared space for Schoolage particularly in the case of no more than 20% of wall space covered with flammable materials. This must apply for both school and child care as it creates huge issues in shared space.

A: A mixed group of children from 2-4 is a huge gap. There is a difference in the type of toys and the abilities of the children. Parents will not want their 4 year old children playing with 2 year old babies. Craft items and toys that 4 year olds can use are not recommended for children under 3.

A: These changes should me made ONLY after the people that make them listen to the staff that actually work directly in the field….THe changes that could affect us are terrifying and could potentially affect the quality of care that we provide for the children. They should truly listen to the voices of the people that this directly affects…
A: The original document was published more than 50 years ago. Certainly more revisions to reflect significant shifts can be made.
